MINUTES
March 10, 2014
60 Old Farms Road – Senior Center
Willington, CT

PRESENT – Chairman Robert Campbell, Vice Chair Wilbur Gangaway, Secretary Don Berg, Member Laurel Millix; Absent – Treasurer Claudia D’Agata; financial consultant David Berto

1.  Call to order – The meeting was called to order at 6:10 p.m.

2.  Present to speak – no members of the public present to speak.

3.  Old Business – Button Hill senior housing project

There was brief discussion of a March 9, 2014 emailed update from financial consultant D. Berto:

Federal Home Loan Bank of Boston Affordable Housing Program: This has been awarded and has been accepted by Putnam Bank. The next steps will come after we receive notice of award for the CT CHAMP funds.

CT CHAMP: Award notices are scheduled for March. No specific date in March has been announced and as of today the award notices have not been published. We can expect an award notice later in the month, or possibly into early April.

Additional Predevelopment funds: This is best pursued as soon as the CT CHAMP awards are announced. Initial discussions with Putnam Bank as an example indicates that the question is, how will this be paid back? We can answer this when we have the CHAMP award.

Infrastructure work: We can start working with Gardner & Peterson, the Town, and L Wagner & Assoc. as soon as we get the CHAMP award notification, so that this work can be done while we are waiting to actually receive the FHLBB and CHAMP funds.

Responses from D. Berto to two questions emailed by B. Sullivan (follow up to February meeting) were discussed briefly:

Regarding issuing a press release about the Federal Home Loan Bank funds:
FHLB wants to help with the press releases for their funds; they have a whole process and set of information … Lynne is working with them on this, but it is taking a little longer because of their process. We will let everyone know when we have a better status.

Regarding Don Berg’s question about CL&P rebates:
Energy rebate applications will start after we get the DOH funding award, so no action at this time.

In response to a question by W. Gangaway regarding infrastructure work, R. Campbell said this goes out to bid under the town’s procurement requirements.

D. Berg asked if this is subject to prevailing wage guidelines.  R. Campbell said this isn’t clear because of disagreement at the state level regarding housing authorities and that the question has been referred back to the Department of Housing.  WHA will comply with whatever the determination is.

4.  New Business

There was discussion about a March 7, 2014 emailed memo to all boards and commissions from the Board of Selectmen regarding Freedom of Information/records retention laws. The memo outlines requirements for posting of meeting notices, agendas and minutes.

5.  Approval of minutes – L. Millix moved, and W. Gangaway seconded the motion, to accept the minutes of the Feb. 10, 2014 meeting with the following corrections – spelling of “complete” on line 79; delete words regarding energy rebates, “mid-February deadline,” on lines 89-90 – and with approval to include the following note on minutes: Please note that minutes are posted prior to being officially approved – changes/corrections are indicated in the subsequent month’s meeting minutes.

6. Treasurer’s report – Postponed due treasurer’s absence.

7. Correspondence – None other than emails referenced under Old Business and New Business.

8.  Adjourn – The meeting adjourned at 6:51 p.m.
